26 Reasons East Side Union High School District residents Will Elect Patricia Martinez-Roach To the Governing Board.
Elected Official. Patricia is the only candidate in the East Side High School race with 25 years elective experience. Patricia served on the Alum Rock School District for 9 years and 16 years for the East Side Union High School Board of Trustee. Patricia’s experience includes serving four years as a Member of the Metropolitan Adult Education Board (CCOC/ROP). Patricia has the skills and the commitment required to be an effective member of the School Board.
Excellent Representative. In the 25-years as an elected official, Patricia missed only three regular board meetings.
Effective Leader. Because of Patricia's leadership, persistence and hard work, coupled with the efforts of others, the students in the District continued to excel academically during her tenure. Test scores climbed from the bottom to above the State's average, fiscal solvency and innovative projects such as Multimedia, Law, Technology and Medical Magnets were created.
Educator -Retired Public Schoolteacher. Education in California today presents challenges for classroom teachers. As a schoolteacher for 45 years, Patricia was driven to provide quality education for her students and to many others. San Jose Chamber of Commerce past President Steve Tedesco, after a day shadowing the principal of Los Arboles School, had this to say: "Patricia Roach is a wonderful kindergarten teacher who coped well with a class of kids who speak five languages at home". (San Jose Mercury News, March 24, 1992).
Educated. Patricia graduated from Overfelt High School. She attended San Jose State University where she earned a Bachelor of Arts degree in Art, minor in Political Science, and a Masters degree in Administration/Supervision in Higher Education. Patricia also holds Elementary Teaching Credentials and is a Certified Interpreter by the State of California.
Longtime Community Volunteer. East/Evergreen San Jose has been Patricia's home since 1966. As a single parent of two sons, Patricia became involved in the quest for quality education. She wanted her grandson to grow up in safe neighborhoods and attend good schools. Patricia has joined organizations, which advocate for better parks, good libraries, child care, senior services affordable housing and more public safety programs for all residents. She has volunteered with the Evergreen Valley Service Organization and has formed her own neighborhood association. She was appointed to serve on City's West Evergreen Strong Neighborhood. In 1992 she won Evergreen’s City Council primary as the top-vote-getter.
Past President of the Board. Patricia successfully completed terms as Board President on the Alum Rock and East Side Boards. Her experience includes representing the largest high school district in northern California. She has an extensive background in setting policies and procedures to ensure quality education for over 40,000 students in both high school and adult education campuses. She has been budget chair overseeing almost a billion-dollar budget. Patricia was instrumental in establishing a wellness policy for the district and opt-out from military recruiting for high school students. Patricia worked closely with all the high schools in the district by meeting monthly with students to discuss and develop proposals to take to entire school board. Safe campuses, clean bathrooms and good food became the center of discussion and action for all school campuses.
Patricia demanding fiscal accountability lead the district in hiring an internal auditor who responds directly to the board. She is currently serving a second year as Vice-Chair of the Audit Committee which oversees a budget of almost 200 million dollars.
"Woman of the Year" Award. Patricia's community involvement and credentials have been so impressive that in 1989, Assemblyman (now retired Senator) John Vasconcellos nominated her the 23rd District's "Woman of the Year". "She is an outstanding example of the best California has to offer," he said. Patricia was subsequently honored with this distinctive award by the California State Legislature. The California Association for Bilingual Education, San Jose Chapter voted her Bilingual Teacher of the Year for 1998-99.
Santa Clara County's Martin Luther King, Jr. awarded Patricia the Woman of Achievement Award in 2009.
Professional Affiliations. As an active member of her community, Patricia continues to be active with local Association and other state organizations. She is a member of California Teachers Association. She is a member of PTA and and other organizations serving our community. She worked closely as a member of PACT to establish homework centers throughout the City of San Jose.
City Commissioner. Patricia served for seven years as a City commissioner providing vital services to the community. She has a working knowledge of the current issues and urban problems affecting the City and County.
Coalition-Builder. As former Vice Chair of ex Mayor McEnery's Task Force on Minority affairs Commission, Patricia knows the value of effective coalition building in a city and county as diverse as our communities.
Vital Human Services Programs. As a member of the CDBG Commission for seven years, Patricia voted to fund community-based organizations which provide health, medical, legal, housing and job referrals services to San Jose's seniors, low-income and economically disadvantaged residents, immigrants, battered women, homeless families, at-risk youths and many others.
Cultural Arts. Through the Historic Art Advisory Commission, Patricia supported cultural education and preservation. Patricia became an effective member supporting projects, which are not visible in the City's four gateways and downtown celebrating our rich diversity and remembering the founders of the "Valley of the Heart's Delight."
Economic Development. Santa Clara County needs a one-stop quality commercial retail district to meet the needs of residents. Working closely with the City of San Jose, Patricia want to support existing businesses and quality shops in order to revitalized our economy and provide jobs for our youth.
Planned Growth - Proper Development. While commercial business is essential to the economic development in the County, Patricia considers it unfair to homeowners and residents to have retail businesses as next-door neighbors. Patricia will work to maintain the integrity of the District’s neighborhoods. She will work closely with stakeholders to preserve the hillsides and fight to protect Development policies which controls flood, transportation and growth.
Model development. Patricia supports the timely completion of all new projects already approved which should include adequate transportation and traffic congestion plans, more parks, libraries and safety services; however, student growth and larger school campuses are a concern as a result of the growth plan. There needs to be a plan to address building more schools as needed and for builders to share the cost.
Youth and Senior Center. Patricia strongly supports multipurpose youth and senior recreational facilities. Our seniors need quality medical care and services, centers should offer this vital service and afford jobs for our youth and residents in the district. The County and City should join efforts and expand programs which will help youth to become productive members of our society. School districts need support from the County. School-Linked Service is a model program which should be expanded.
Evergreen's New High School. Patricia kept her promise to build a new high school with the support from East Side residents. As a newly elected member of the East Side Union High School in 1994, she made this issue a priority. Patricia was responsible for insuring a budget and plan for this new high school; EVH is another model school for East Side.
Child Care Services. Patricia is sensitive to the shortage and high cost of quality child care services. She will seek funding for supporting existing child care centers and for expanding this vital service to our working families in the County. Many children are left alone because parents cannot afford to pay for child care or make too much under the guidelines which need to be revised in order to meet today's high priced economy. East Side has child care programs which should be protected.
Safety and Crime Prevention. The County and City have been faced with urban growth which has affected all walks of life. Increased crime and safety have become a major concern for Patricia in our schools. She wants to insure that adequate Police and Fire protection are in place; working closely with the City of San Jose, she will lead this effort.. Her effective participation in working on TABS with the Police Department and Vice-Chair of East Side's Safety Committee will be an added contribution to the District. She will meet monthly with students and develop strategies to improve their educational experiences in school.
Additional Services. The District needs more community based organizations to be a partner which will serve a growing community faced with stress and mental health issues. Patricia is concerned about the growing number of gangs, drugs, alcohol and teen pregnancy. Patricia will ensure students and parents are being heard and supported.
Better Public Transportation. Patricia wants better and dependable public transportation for the County and San Jose. She has been active in the development of the Light Rail Transit Project and wants to insure that BART is fully funded and brings traffic relief for our community.
Environmental Concerns. Patricia will champion environmental concerns while on the Board. Installing solar energy and recycling programs for all campuses.
Fiduciary responsibility. She believes that money spent on extravagant projects or too much administrative overhead could better be used to support our teaching staff and improve the quality of education for the District. She is well prepared and has knowledge of the issues and understands budgets and how they work. She has a track record for voting for what is right and not for what is popular.
Patricia has insured that Tax Payer Bond Measures are spent wisely and timely. All school campuses have benefited from the funds and solar panels have been installed on all high schools.
Commitment and Dedication. Patricia is tough on issues because she cares about the policies that affect people's lives on a daily basis. She has the courage to fight for "the people's issues." Patricia will work hard to represent East Side Union High School District. She doesn’t make back-room-deals and believes in open government.
Serving should not be a career. East Side has board members who have made a career of running the district. I worked full-time and served after work. Districts need leaders who will fight corruption and the status quo. I know how hard it is to teach, I understand policy and work with all groups. Education has been my life!
